The southbound direction of the 40th Avenue West bridge over I-35 in Duluth has reopened.
One 11’ lane is accessible across the bridge for traffic heading from the hillside towards the lake. Traffic will be able to access the ramp northbound to I-35 and Oneota St. Motorists exiting from northbound I-35 will continue to be detoured on Oneota St. to 37 ½ Ave. W. and then follow W. Michigan St. and W. Superior St. back to 40th Ave W.
Thursday’s update revealed a broad community vision and made clear that its success will now depend on whether the participating organizations can establish the development corporation, finance housing and service expansions and turn conceptual public improvements into completed projects.
Duluth does not have one governmentwide financial crisis. It has a school district in a precarious position and a city government that is beginning to encounter some of the same cost-versus-revenue pressures.
The City of Duluth administration cannot warn taxpayers about a projected $5.5 million deficit while refusing to explain a recurring $4.5 million funding stream redirected from general operations. The account now has nearly $9 million.

Is the $4.5 million retiree health care savings included in the projected deficit? How much is being redirected to the West Duluth maintenance facility? Is that commitment legally binding or discretionary? And why should that money not be considered before Duluth asks property owners to pay more?
